Local-model coding witness — results (2026-06-27)
What this is. The witness that answers issue #1061: how far does a small local model + fak actually get on a real coding task? This document records the exact commands, the captured outcome, and the honest local-vs-frontier comparison.
Status: MEASURED — the capability axis was run live. The
add()-bug fixture below was driven through a real localQwen2.5-Codermodel served by Ollama on 2026-06-27; both the 3B and 7B rungs produced the correct fix and the fixture’s test went from 1-fail to 2-pass. The kernel’s governance axis was witnessed separately viafak guard --replay-trace(8 adjudicated verdicts, 3 dangerous calls denied, hash-chained journal). The honest gaps surfaced by the run — which client wires route through fak, and why a no-tool-call chat turn records zero verdicts — are stated plainly in Findings. Measured results
Run date: 2026-06-27. Host: a Windows dev box (no GPU) with a local Ollama server
on 127.0.0.1:11434 serving qwen2.5-coder GGUFs. The model was driven over the
OpenAI-compatible /v1/chat/completions wire — the same wire fak guard --local detects
and proxies. Temperature 0, so the capability result is deterministic for this fixture.
Capability — does the local model fix the bug?
The fixture’s add(a, b) returns a - b; the oracle is the one-line fix a + b, after
which python -m unittest test_calculator goes from 1 fail / 1 pass → 2 pass.

Both coder rungs solved this one-line bug correctly on the first try. The 3B is faster on this CPU-less box; the 7B’s extra latency buys nothing on a bug this trivial — the capability ramp only shows up on harder tasks (see the honest-fence note below).
Governance — does the kernel adjudicate the loop?
The safety floor fires on tool calls, not on plain chat. Witnessed via the
fak guard --replay-trace internal/gateway/testdata/guard-trace-e2e.json path, which posts
a fixture of real tool_use turns through the exact same adjudication code

The floor is model-agnostic: these verdicts are computed from the proposed tool call, not from which model proposed it, so a local model and a frontier model behind the same policy get identical allow/deny decisions. That is the axis the kernel owns.
Findings — what the real run taught us
The run surfaced two truths the runbook’s --gguf framing did not make obvious. Both are
stated here rather than smoothed over, because the witness exists to be honest about the
capability ramp.

Historical
--local/claudegap. At the time of this 2026-06-27 witness,fak guard --localwired only the child’sOPENAI_BASE_URL/OPENAI_API_BASEto the in-process gateway. That governed codex / aider / opencode — OpenAI-wire clients — but notclaude, which readsANTHROPIC_BASE_URL. Afak guard --local -- claudeturn therefore silently used Claude’s own upstream, so the gateway saw zero traffic and the journal stayed empty. Currentfak guardnow also injectsANTHROPIC_BASE_URLwhen the upstream is OpenAI-compatible, so--localcan route Claude Code through the guard’s Anthropic/v1/messagessurface while proxying inference to a detected local OpenAI-compatible model server. -
A no-tool-call chat turn records zero verdicts — that is correct, not a bug. Driving the gateway with a one-shot chat completion proved the proxy works end to end (the local model’s reply came back through the gateway), but produced 0 kernel decisions: there was no tool call to adjudicate. The governance witness therefore comes from a turn that actually proposes tool calls (the replay-trace above), not from a chat reply. A witness that drives
claude --allow-execend to end against a local model on this fixture — so the model proposes a real file-edit tool call that the kernel allows and journals — is the remaining end-to-end witness (it needs the--ggufAnthropic-wire path of finding 1, and a model reliably emitting the tool-call dialect, which is issue #1059’s hardening scope).
Provenance & honesty notes
- Capability rows (local): MEASURED live on 2026-06-27 against a local Ollama
server (
qwen2.5-coder:3b/:7b, Q4_K_M) over the OpenAI/v1/chat/completionswire, temperature 0. Latency and token counts are the server’s ownusagenumbers (OBSERVED, relayed from Ollama — not fak-authored). Correctness is the fixture’s ownpython -m unittestoracle (WITNESSED). - Governance row: WITNESSED via
fak guard --replay-traceon the same box — the verdicts and the 8-row hash-chained journal are fak-authored (the kernel computed them). - Frontier arm: Not run head-to-head here. The capability claim is not “local beats frontier”; on a one-line bug both solve it, so the interesting number is cost ($0 local vs token-metered frontier) and the model-agnostic safety floor, both established above. A metered frontier A/B on a harder fixture is the natural next step.
- Fixture:
testdata/coding_smoke/is a synthetic minimal fixture, not a real SWE-bench instance. A correct fix on it proves the path and that a 3B coder can emit a correct one-line patch — not that the model solves real-world coding tasks. A real SWE-bench run is a separate, larger effort (seeSWEBENCH-PURE-KERNEL-RUNBOOK.md). - The honest fence: This witness claims exactly four things, each backed above:
(a) a small local coder (3B/7B) produces the correct fix for this fixture on CPU at
$0; (b) the kernel’s safety floor adjudicates tool calls identically regardless of
model; (c) this historical run exposed the old
--local/claudeenv-wiring gap that current guard code fixes by also injectingANTHROPIC_BASE_URL; (d) the fullclaude-drives-a-tool-call end-to-end witness is still owed (issue #1059). It does not claim capability parity on real tasks.
